“The Functional Adult Literacy Programme (FAL) started in 1992 in 8 districts and now covers all the 56 districts. The FAL Programme is implemented by the Ministry of Gender, Labour and Social Development.
The programme targets youth and adults of 15 years and above with special emphasis on girls and women. The programme targets those who missed formal education and those who dropped out of lower levels of formal education. The majority of the participants are able to attain a level of reading, writing and doing numeric computations comparatively higher than that of primary 4 pupils. Under this arrangement, Government is therefore committed to providing non formal education for attaining of permanent and functional literacy and numeracy and development of national awareness of individuals as one of its objectives.”
